The Inkwell Duck Alliance (IDA) is a tremendously talented group of highly qualified and successful former government senior executives, corporate executives and university professionals. The IDA team was established in 2000 with a commitment to the highest quality of service. IDA brings together over a century of experience providing technical and management solutions to government and industry. The IDA Team consists of four consultants: Tracey P. Wood, ABC, Daniel R. Gill, George L. Jones, and Shelton Rhodes.

Tracey P. Wood, ABC

Mrs. Tracey P. Wood is President and founder of both IDA and Inkwell Duck, Inc. Inkwell Duck Inc., a leading acquisitions/communications firm operating in the greater Washington Metropolitan area since 1989, serves as the lead company for the Alliance. Inkwell Duck, Inc. is woman-owned, and a graduated small disadvantaged business certified under the U.S. Small Business Administration (SBA) 8(a) program. Inkwell Duck's highly-qualified staff and team of business professionals provides support in the areas of internal/external communications, research, training and directive writing of procedures, policies, regulations, SOPs, RFPs, government proposals and grants.
At Inkwell, Tracey is responsible for marketing, administrative duties, managing employees/independent contractors and quality control. For 20 years, she has perfected proposal procedures, designed systems and developed training programs. Mrs. Wood is the winner of two 2003 Silver Inkwell Awards for Planning and Auditing-Communications Plans and one for Campaigns-Organizational Communication. The International Association of Business Communicators (IABC) at the National Press Club in Washington, DC.

Daniel R. Gill
Inkwell Duck Alliance Project Manager, Subject Matter Expert (Acquisition Training)
Mr. Daniel R. Gill is the former Director of the Department of Defense, Office of Small and Disadvantages Business Utilization. As a senior executive, he served on the U.S. Army Executive Board for the Army Acquisition Corp. Mr. Gill has many years of experience in all aspects of acquisition, management planning and measuring performance, conducting studies and analysis in government, industry and academia. Mr. Gill is founder and former Director of the Bowie State University Institute for Development and Entrepreneurship Advancement (IDEA). In this capacity he developed an acquisition program to train the acquisition workforce in Federal agencies. The program continues today. Mr. Gill is presently involved with training Federal Agencies' acquisition personnel in accordance with The Clinger-Cohen Act.

George L. Jones
Inkwell Duck Alliance Subject Matter Expert (Human Resources, Diversity/EEO, Conflict Resolution/Team Building, and Organizational Effectiveness/Interventions)
Mr. George L. Jones is a former high level government executive and acknowledged expert in the related fields of Human Resources, EEO/Diversity and Leading/Managing for Results. He is a published author and has more than 35 years of experience in the aforementioned fields. He is also retired Army Colonel and has received numerous civilian and military awards to include: Presidential Rank of Meritorious Executive, Army Exceptional and Meritorious Civilian Service Awards, Secretary of the Army EEO Award, Legion of Merit, and ARMY Meritorious Service Medal. His numerous accomplishments include building the Equal Employment Opportunity and Senior Management Executive Development Programs at the Army Materiel Command. He published writings such as the "Civilian Personnel/Equal Opportunity-How We Got the Way We Are" and "Diversity-An Output of Affirmative Action."
As Chief of Staff of Personnel at the US Army Material Command (AMC) MR Jones:
- Built strong Equal Employment Opportunity and Senior Management Executive Development Programs.
- Published "Counseling in Complex Situations," "Diversity—An Output of Affirmative Action," and "Civilian Personnel/Equal Opportunity—How We Got the Way We Are."
- Presently provides Conflict Resolution, EEO training and conducts EEO investigations on behalf of Federal Agencies.
Shelton Rhodes, PhD, SPHR
Inkwell Duck Alliance Project Manager/Subject Matter Expert (Human Resource Management, Distance Learning and Management Training)
Dr. Shelton Rhodes, PhD, SPHR, is a Distinguished Graduate of the Virginia Military Institute, and a retired U.S. Army Officer. He is a Graduate School professor specializing in the management of public and private organizations. Dr. Rhodes recently completed a yearlong Web Initiative Teaching Fellowship through the University of Maryland System, which certified him as an expert in distance education. Additionally, Dr. Rhodes has completed a Post-Doctoral Fellowship in Strategic Management at the University of Washington. He has the highest professional certification in human resource management, the coveted Senior Professional in Human Resource Management (SPHR). Dr. Rhodes has provided services in business process re-engineering, program evaluation, research analysis, and performance measurement, training and development to numerous public and private organizations.
