Jacob "Jake" Hansen
Jacob "Jake" Hansen serves as the Director, Procurement for the Internal Revenue Service. He is responsible for executing a procurement budget of $2.1B, and directs major information technology projects to handle the demands of 21st century tax administration.
Before coming to IRS, Mr. Hansen was the Chief Procurement Officer and Head of the Contracting Activity for FEMA. He was responsible for executing a budget $1.6B annually and was the acquisition executive responsible for all FEMA disaster response activities. Mr. Hansen was the lead Acquisition Advisor for the Hurricane Ike federal response and recovery effort.
Colonel Hansen retired from the United States Army in 2008, after 25 years of dedicated service. Before his retirement, he served as the Commander of the Defense Contract Management Agency - Iraq. His organization was responsible for providing contract administration management for the $5.9B Logistics Civil Augmentation Program (LOGCAP) that provided all facets of life support to 240,000 soldiers, coalition partners, members of the Department of State and the contractors on the battlefield. Colonel (Ret.) Hansen oversaw the work of 42,000 contractors located at 71 forward operating bases across the Iraqi battlefield.
His previous roles in the Army included being a student and subsequently an instructor at the United States Army War College; the Commander of the Defense Contract Management Agency, St. Petersburg, Florida. He also served as the Director of Information Management, Assessment and Paperless Contracting Office, Assistant Secretary of the Army for Acquisition Logistics and Technology, Washington, D.C.; and served as a Contracting Officer with the Defense Intelligence Agency's Missile and Space Intelligence Command in Huntsville, Al.
His numerous military awards and decorations include the Legion of Merit, the Bronze Star, and the Defense Meritorious Service medal with two oak leaf clusters. He is also authorized to wear the Parachutist and Air Assault badges.
He holds a Master's degree in Systems Acquisition Management from the Naval Postgraduate School, Monterey, CA and a degree in Strategic Studies from the United States Army War College, Carlisle, PA. He received his bachelor's degree in business from the University of Wisconsin, La Crosse.
Damon Q. McClure
Mr. McClure has over 17 years of Federal Contracting experience. He is currently the Deputy Director of the Center for IT Schedule Operations in the Integrated Technology Service, Federal Acquisition Service, U.S. General Services Administration where he manages all IT acquisitions for the $16B Schedule 70 Multiple Award Schedule Program. Through the support of approximately 137 which he manages across three (3) regional offices, he provides information technology goods and services to all of the federal government. Prior to joining ITS in November 2009, he served as the Deputy Director in the Office of Acquisition Operations in the Office of Travel Motor Vehicle and Card Services, Federal Acquisition Service, U.S. General Services Administration where he oversaw the acquisition operations in support of the travel, transportation, card services and motor vehicle business lines along with the Director.
Prior to returning to GSA in the fall of 2008, he worked at the Department of Homeland Security in the Office of Procurement Operations. There he served as Director of the Domestic Nuclear Detection Office Acquisition Division where he managed research and development contracts in support of nuclear detection. Prior to DHS, he was a branch chief in the legacy Federal Supply Service Office of Transportation and Property Management where he oversaw the travel programs to include the City Pair Program and Travel Services Solutions Multiple Award Schedule in addition to participating in the ETravel program.
He has held other acquisition positions in private industry and the Department of Housing and Urban Development following a six (6) year tenure with the Defense Threat Reduction Agency where he started in the intern program.
Mr. McClure has a Bachelor's Degree in Finance and Banking and MBA in Management and is also a member of the National Contract Management Association (NCMA).
